This is a combined for commercial services prepared in accordance with the commercial procedures of the Revolutionary FAR Overhaul (RFO) Part 12. This announcement constitutes the only solicitation; quotations are being requested and the written RFQ is attached. The U.S. General Services Administration (GSA), Federal Acquisition Service, Supply Chain Management Contracting Division, General Supplies and Services (GSS) – Direct Demand Branch, is issuing an open-market, firm-fixed-price requirement to upgrade the Electronic Security System (ESS) at NAVCOMTELSTA Far East (NCTS FE), Yokosuka, Japan. The requirement is to replace the existing Johnson Controls P2000 ESS with the Johnson Controls CCURE system at NCTS FE. Work includes installation and integration of CCURE and associated iSTAR hardware, replacement of end-of-life ESS components, migration of all user data and configurations from P2000 to CCURE, system operational verification testing, and proper disposal/recycling of removed equipment outside U.S. Government property. Full details are provided in the attached Statement of Work (SOW). This acquisition will be conducted as an unrestricted, open-market buy using commercial services procedures under RFO Part 12. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. Only quotations that meet all technical
requirements, including Johnson Controls CCURE OEM authorization for work in Japan and SOFA-covered U.S. personnel staffing as specified in the RFQ, will be considered for award; among those, the Government intends to award to the offeror with the lowest total evaluated price.
