Description

This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6-Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation is not a request for competitive quotes. A determination not to compete this proposed requirement based on responses to this solicitation is solely within the discretion of the Government. Quotes received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement in the future. The Request for Quote (RFQ) Number is N66604-26-Q-0209. This requirement is being solicited as a sole source requirement for Peck & Hale, L.L.C. products. These lift lines have a unique exterior anti-abrasion coating that is hazardous to produce. Peck & Hale’s lift lines have gone through extensive testing, as well as a four-year observation, to ensure their Urethane coating meets the mission of torpedo recovery. Testing and approving another manufacturer’s lift lines would cause unacceptable additional costs and schedule slip and is therefore not in the best interest of the Government at this time. The North American Industry System (NAICS) Code for this acquisition is 336999, the Small Business Size Standard is 1,000 employees. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price Type purchase order for the below items: CLIN 0001: Quantity of Five (5) Lift Lines (green), Part #: SLR2-1 Delivery is F.O.B. Destination to Newport, RI 02841. Delivery shall occur on or before twenty (20) weeks after receipt of award. Please include any applicable shipping charges. The Government’s evaluation method shall be Lowest Priced, Technically Acceptable (LPTA) in accordance with the attached Instructions and Evaluation Factors. Any offeror that does not include all required documentation may not be considered technically acceptable. Cybersecurity Maturity Model Certification (CMMC) Level 1 (self) is applicable for this purchase. All offerors must have a level 1 or above Self Assessment uploaded to the Supplier Performance Risk System (SPRS) module on the Procurement Integrated Enterprise Environment (PIEE) website in order to be considered for award.
