The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build construction project #642-22-700, Construct EHRM Infrastructure Upgrades at the Philadelphia, PA VAMC located at 3900 Woodland Ave, Philadelphia, PA 19104. PROJECT DESCRIPTION The awarded Contractor shall complete all construction work detailed by the 100% bid design drawings, specifications, and project manual included in this solicitation, prepared by the A/E Health Facilities Solutions. Campus buildings impacted by the upgrades include Buildings 1, 2, 3, 21, and 30. Upgrades in these buildings shall include existing rooms and telecommunication closets and include relocation, reconfiguration, expansion, and renovation involving new walls, doors and finishes, etc. throughout each space. Construction work shall also comply with VA “Infrastructure Standard for Telecommunications Spaces (ISTS) V4.0, June 1, 2023. Bid work shall include General Construction (and associated trades), Structural, Mechanical and HVAC, Plumbing and Fire Protection, Electric, and Information Technology, Civil. The VA Physical Security Design and Resiliency Manual (PDRSM)
requirements shall be incorporated into the construction of the project. The project work areas will be occupied by staff or patients during construction. Work shall not be allowed between the hours of 5am – 5pm ET. All materials and equipment must be moved to the work areas after staff/patients have vacated after 5pm each day. All materials and equipment must be removed from the work areas, dust and debris cleared, and work completed or returned to typical conditions prior to 5am each day. Project phasing shall be required as not all work areas will be available for construction concurrently. In summation, available work hours are from 5pm – 5am ET. Site visit prior to bid shall be required to ensure contractor has an understanding of existing conditions. ADMINISTRATIVE The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the lowest price technically acceptable (LPTA) procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in early April 2026. The
period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers. All
