21 JULY 2026 at 02:00 PM EST (EDT) Naval Surface Warfare Center, Crane Division (NSWC Crane) has a requirement for engineering supplies and services to support the sustainment, upgrades, and repair of the AN/SPY-1 radar system across the AEGIS Fleet and AEGIS Ashore (AA) platforms. The proposed contract action is for supplies and services for which the Government intends to issue a Basic Ordering Agreement (BOA), and Job Order 0001 (one base year plus four option years) off the BOA immediately following award, to Lockheed Martin (CAGE:

02769) under the authority of FAR 6.103-1 Only one responsible source and no other supplies or services will satisfy agency

requirements. The requirement is being solicited on a sole source basis because of the anticipated substantial duplication of costs to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling the Navy’s

requirements. All responsible sources may submit a capability statement or proposal, as appropriate, which will be considered by the agency. Companies interested in subcontracting opportunities should contact Lockheed Martin directly. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The Solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
