The OEM part is proprietary to this vehicle. This solicitation is for a commercial item prepared in accordance with the format in RFO 12.201-1.The statutory authority permitting the restriction of this procurement to a Brand-Name Only description is 41 U.S.C. 1901, as implemented by the streamlined procedures of the RFO, because the OEM VAC-CON part is the only item reasonably available that is fully compatible with the proprietary systems of the host vehicle.
