Description

Naval Information Warfare Center (NIWC) Atlantic intends to award, on a sole source basis, a Firm Fixed Price,

Requirements contract to Ultra Advance Tactical Systems Intelligence and Communications (Ultra), 4101 Smith School Road, Austin, TX 78744 for the comprehensive support, maintenance, procurement and provisioning of equipment necessary to ensure the continued operational effectiveness of the Multi-Data Link Management Systems (MDLMS), Air Defense System Integrator, and associated peripheral devices. NIWC Atlantic is tasked with providing continued operational readiness and lifecycle sustainment of the Command, Control, Communications, Computers, and Intelligence (C4I) solutions to all Foreign Military Sales partners. The required services will encompass strict configuration management of system baselines, continuous updates to the technical data package, and the provisioning of expert engineering and technical support. Furthermore, the effort includes maintaining interoperability between Multi-Data Link Management Systems (Link-11) and Tactical Data Link (Link-16), providing specialized integration expertise for the Multi-Mission Surface Combatant (MMSC) platform, and ensuring a readily available supply of ancillary equipment, replacement parts, and test equipment to maintain peak system performance. Authority for other than full and open competition is 10 USC 3204(a)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency

This notice of intent is NOT a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within five (5) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
