Improvements primarily include resurfacing, restoration, and rehabilitation, and work is included on the entire 19.3 miles of Kelso-Cima Road, 22.3 miles of South Kelbaker Road, and 14.9 miles of Morningstar Mine Road. Low water crossings typically consist of buried concrete barriers with riprap revetment. The Morningstar Mine Road improvements consist of full depth reclamation of the existing pavement and placement of surface-course aggregate.
