Description

The U.S. Army Contracting Command, Rock Island Arsenal intends to issue a Request for Proposal (RFP) for the procurement of: Impulse Cartridge, Department of Defense Identification Code (DODIC) MD65, CCU-45/B NSN: 1377-01-063-3162 Quantity: 31,500 each and Impulse Cartridge, DODIC MD66, CCU-44/B NSN: 1377-01-063-3165 Quantity: 16,149 each. This RFP will be posted to the Procurement Integrated Enterprise Environment (PIEE) website https://piee.eb.mil and can be viewed on https://SAM.gov on or about July 25, 2026, with an opening 30 days from issuance (NOTE: Due to timeline restrictions, the U.S. Government does not anticipate extending the proposal submission date.) The North American Industry System (NAICS) code applicable to this announcement is 325920 with a size standard of 750 employees. First article testing, production lot testing, contractor data

requirements list, FOB origin and destination apply. Except as modified or amplified in the RFP this item contains explosives and a safety survey may be required. DFARS 252.223-7002, Safety Precautions for Ammunition and Explosives applies. Acquisition contains explosive ordnance items which require special security, safety and transportation clauses, which may be found in Section I. Detailed specifics of the technical and quality

requirements will be provided in the solicitation. This procurement will be an unrestricted competition; all responsible sources may submit an offer that, if received in a timely manner, will be considered.
