SOURCES SOUGHT NOTICE Indian Small Business Economic Enterprise (ISBEE) / Indian Economic Enterprise (IEE) Capability Inquiry Native Health Education Television Subscription and Content Delivery Services: The Phoenix Area Indian Health Service (IHS) is conducting market research to determine the availability and capability of qualified Indian Small Business Economic Enterprises (ISBEEs) and Indian Economic Enterprises (IEEs) interested in providing culturally tailored Native American/Alaska Native (AI/AN) health education television programming and subscription-based content delivery services for healthcare facilities within the Phoenix Area. This notice is issued solely for information and planning purposes and does not constitute a solicitation or a promise to issue a solicitation in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals at this time and will not reimburse respondents for any costs associated with responding to this notice. Requirement Overview: The contemplated requirement consists of subscription-based television programming and content delivery services designed to provide culturally relevant health education programming for American Indian and Alaska Native patients, visitors, and staff located within Indian Health Service healthcare facilities. The Government is contemplating establishment of a single-award or multiple-award Area-wide acquisition vehicle, which may include a Blanket Purchase Agreement (BPA), Indefinite Delivery Indefinite Quantity (IDIQ) contract, or other appropriate contractual instrument, to support multiple healthcare facilities throughout the Phoenix Area. The contemplated requirement may support up to seven (7) healthcare facilities; however, no minimum utilization, guaranteed usage, guaranteed quantity, or guaranteed number of participating facilities is being provided under this notice or any future acquisition vehicle. Actual ordering and participation will be dependent upon future funding availability, facility participation, and agency need. Scope of Services: The contractor shall provide subscription-based health education television programming and related services, which may include, but are not limited to: AI/AN culturally tailored health education programming; Native-focused wellness and prevention content; Streaming or downloadable television/media content delivery; Remote content management capability; Hardware and/or software support associated with content delivery; Local facility messaging capability; Technical support and maintenance services; Waiting room television programming support; Administrative support services; Content updates and playlist management. Programming should be culturally reflective and appropriate for Native American and Alaska Native audiences and may include topics such as: diabetes prevention, suicide prevention, behavioral health, pediatric health, wellness promotion, injury prevention, public health messaging, and other healthcare education topics relevant to IHS facilities. Set-Aside Priority: This sources sought notice is being issued primarily to identify qualified: Indian Small Business Economic Enterprises (ISBEEs); and Indian Economic Enterprises (IEEs) in accordance with the Buy Indian Act and applicable acquisition regulations. If adequate competition among ISBEEs and/or IEEs is not identified, the Government may consider other small business socioeconomic categories and/or unrestricted competition as appropriate.
