There will not be an evaluated preference for different socioeconomic status. This procurement will however be conducted pursuant to the Randolph-Sheppard Act (RSA), 34 CFR § 395.31 Vending Facility Program, which establishes priority for blind persons recognized and represented by the State Licensing Agency (SLA), in the award of contracts for the operation of vending services on federal facilities.
