The debris caused Access difficulty for the DWP Line Crew which delayed Power Restoration for the whole Facility. These tree Roots are growing into and between the underground High Voltage Conduits and moving critical infrastructure. 2.2. SCOPE. All work shall be performed on the Sepulveda OPC & Nursing Home facility at 16111 Plummer St, North Hills, CA 91343.
