Title: Software Maintenance and Support Services for HemaComply System (PSC): 7A20 – IT and Telecom – Application Development Software (Perpetual License Software) NAICS Code: 513210 – Software Publishers

Place of Performance: Bethesda, MD 20892 POTS: 26-004481 This is a Notice of Intent, not a request for quotation (RFQ). A solicitation document will not be issued, and quotations will not be requested. The National Institutes of Health (NIH), Clinical Center (CC), (OPC), on behalf of the Department of Transfusion Medicine (DTM), intends to award a one (1) year Firm-Fixed-Price (FFP) sole source purchase order to: Champion Medical Technologies, Inc. DBA Invita Healthcare Technologies Lake Zurich, IL 60047-6305 for continued software maintenance and support services.

Period of Performance May 1, 2026 – April 30, 2027 (12 months) Requirement The contractor shall provide software maintenance and support services for the following systems: HemaComply – Lab HemaComply – Equipment Manager HemaControl1 HemaConnect Donor System These systems support the NIH Blood Bank operations within the Department of Transfusion Medicine. The requirement includes software license maintenance, system support, and necessary updates to ensure continued system functionality and compliance.

Background The NIH Blood Bank collects blood and blood components for transfusion to NIH patients and supports biomedical research conducted across NIH laboratories. The Blood Bank operates under strict regulatory oversight and is: Licensed by the Food and Drug Administration (FDA) Accredited by the American Association of Blood Banks (AABB) The HemaComply software suite is critical to maintaining regulatory compliance, managing donor and patient records, and ensuring continuity of operations. Additionally, the system integrates with the existing Blood Bank Computer System (BBCS), supporting the electronic management of donor and patient records. Rationale for Sole Source This requirement is being procured on a sole source basis to Champion Medical Technologies, Inc. (DBA Invita Healthcare Technologies) as the developer and exclusive provider of the proprietary HemaComply software and associated maintenance services. Continuation with the current vendor is required to: Maintain system compatibility with existing infrastructure Ensure uninterrupted operations within a regulated blood bank environment Preserve system integrity and data continuity Meet FDA and AABB compliance
