This is a Pre-solicitation Notice. This Notice is being issued for planning and information purposes only. This notice is not a Solicitation, nor is it to be construed as a committment commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept bids as a result of this notice. 21 April 2026. PROJECT DESCRIPTION: Contract work consists of maintenance dredging of approximately 500,000 cubic yards of sediment within the Delaware River, Philadelphia to Trenton main navigation channel between Newbold Island and Biles Island. Dredging in the Delaware River channel will be required to a depth of 24’ MLLW (Datum) plus 1’ allowable overdepth with placement of the material into the Biles Island Dredged Material Placement Facility (DMPF) in Falls Township, PA. There will be an Option for dredging in the Fairless Turning Basin with placement of the dredged material into the Money Island DMPF in Falls Township, PA. Dredging in the Basin will be required to a depth of 41’ MLLW (Datum) plus 1’ allowable overdepth. Only bucket dredging shall be permitted. All dredging must be completed by
15 March 2027 due to environmental restrictions. The
period of performance is 240 calendar days from NTP but dredging and placement must not occur during restricted period. DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The esitmated price range is between $10,000,000 and $25,000,000. The anticipated North American Industrial System (NAICS) code is 237990, Dredging and Surface Cleanup Activities, with a SBA Size standard of $37.0M. TYPE OF SET-ASIDE: Full and Open (Unrestricted). In accordance with Federal Acquisition Regulation (FAR) 19.1307, this project requires the HUBZone 10% price evaluation.
