This Sources Sought Notice is not a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB). There is no commitment by the Government to issue a solicitation, make awards, or pay for respondents expenditures made in response to this notice. Interested vendors are responsible for monitoring this notice for any subsequent amendments. All submissions become government property and will not be returned. Any solicitation issued as a result of this notice will be in a separate announcement. The purpose of this notice is to survey interest and obtain capability responses from industry.The Government seeks to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include Small Business (SB), Section 8(a), Historically Underutilized Business Zones (HUBZone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Businesses (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition within any given socioeconomic category of responsible contractors. Entities other than small businesses are not prohibited from submitting a response to this notice.

BACKGROUNDThe U.S. Army Corps of Engineers (USACE), Baltimore District is considering a requirement for Herbicide Application Services. Indian Rock Dam and the Codorus Creek Stream Improvement Project are located in York County near York, PA. The North American Industry System (NAICS) code for this procurement is 561730? Landscaping Services, which has a small business size standard of $9,500,000.00. It is anticipated the work would be performed year-around. Potential candidates responding to this Sources Sought Notice should provide information regarding previous jobs that are comparable to the one described, to include the contract value for each project. Responses must demonstrate the vendors expertise and verify they possess the necessary equipment to successfully complete the requirement. Interested vendors interested in shall submit a capabilities response containing the following.1. Company name, address,

Point of Contact (POC) name, phone number and e-mail address, CAGE code, and Unique Entity ID (UEI) number.2. Business size in relation to NAICS 561730, including small business category as applicable (e.g., 8(a), HUBZone, EDWOSB, SDVOSB, etc.).3. A narrative describing the companys capability of fulfilling the Performance Work Statement (PWS). The narrative shall be no longer than ten (10) pages and must be submitted as one (1) PDF file.PROJECT DESCRIPTIONThe Contractors work and responsibilities shall include all planning, selection of herbicides, programming, administration and management necessary to ensure that a target kill rate of 100% is achieved in accordance with the contract and all applicable laws, regulations, codes and directives. The Contractor shall perform all related administrative services necessary to execute the work, such as procurement, supplying, quality control, work scheduling, financial control, and the maintenance of accurate and complete records and files.
