Questions and Answers UPDATE 04/20/2026 Minutes from the Pre-Quotation Conference ----------------------------------------------------------------------------------------------------------- Enclosed is a Request for Quotations (RFQ) for locally employed staff health insurance. The Embassy encourages prospective offerors to offer off-the-shelf plans that meet at least the minimum benefit levels required in this solicitation. If you would like to submit a quotation, follow the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the email address shown below and in Section 3.5. The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so. The Embassy intends to conduct a pre-quotation conference on

17 April 2026, 9:30 A.M. (Philippine local time) at the U.S. Embassy Chancery Compound, Ermita, Manila and attendance is strongly encouraged. Prospective offerors/quoters should contact [email protected] to facilitate preparation of access clearance. Please submit name/s representatives (limit to two) no later than

07 April 2026, 4:00 P.M. (Philippine local time). Access to U.S. Government properties will not be permitted without prior clearance. Submit any

questions you may have concerning the solicitation documents in writing to [email protected] on or before 21 April, 2026, 4:00 P.M. (Philippine local time). Quotations are due by

15 May 2026, 4:00 P.M. (Philippine local time). No quotations will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted. Your quotation must be submitted electronically to [email protected] It is important to make sure the submission is made in specific size and format; in MS-Word 2007/2010 or MS-Excel 2007/2010 or Adobe Acrobat (pdf) file format. The file size must not exceed 10MB. If the file size should exceed the10MB, the submission must be made in separate files and attached to separate emails with less than 10MB each.
