The purpose of this contract is to obtain professional services to provide comprehensive exercise evaluation and exercise design support for the "Constant Vigilance 2026" crisis response exercise. The

period of performance is strictly limited to the Base Year, covering pre-exercise coordination, on-site exercise execution in Okinawa from 3 –18 August 2026 (4 days of on-site evaluation), hotwashes, and final After-Action Report (AAR) and Improvement Plan

deliverables. The NAICS code for this requirement is 541611 (Administrative Management and General Management Consulting Services), and the (PSC) is R410 (Support—Professional: Program Management/Support). 2. Instructions to Quoters This acquisition is being conducted as a competitive, open-market procurement utilizing the commercial procedures of the Revolutionary FAR Overhaul (RFO) Part 12 under DoD Class Deviation 2026-O0028. As the services are performed entirely outside the United States and its outlying areas, small-business set-asides do not apply in accordance with FAR 19.000(b). Furthermore, this procurement is exempt from Japanese Consumption Tax under the U.S.–Japan Status of Forces Agreement (SOFA) using USFJ Form 420EJ. In accordance with RFO FAR 12.203(c)(2), the Government will evaluate quotations using a Comparative Evaluation process: Quotations will be compared directly against one another. The Government will perform a holistic, qualitative tradeoff between technical capability,

key personnel expertise, past performance, and price. The Government is not required to establish a competitive range, assign numerical or adjectival scores, or draft formalized evaluation plans before communicating with quoters or requesting price revisions. 3. Submission

Requirements To reduce contractor burden, the technical quote shall be limited to a maximum of five (5) pages (excluding resumes) and must address the following: Technical Capability Statement: A brief operational methodology illustrating how the offeror will execute the four (4) days of on-site exercise evaluation and hotwashes in Okinawa.
