A PROJECT LABOR AGREEMENT (PLA) SURVEY ONLY. THIS IS NOT A REQUEST FOR PROPOSAL, REQUEST FOR QUOTE, OR INVITATION FOR BID. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. This is a SPECIAL NOTICE. No proposals are being requested or accepted with this notice. The U.S. Army Corps of Engineers (USACE) Seattle District is soliciting feedback from the construction community addressing the potential use of PLA for a large scale construction project (exceeding $35 million) at Malmstrom AFB, MT. DESCRIPTION OF WORK: Construct a 7,152SM (76.979SF) Integrated Training Center (ITC) designed to house Sentinel (GBSD) specific equipment and training devices used for wing-level maintenance, security forces, cyber defense, and operations training into a single, purpose-built facility. The facility includes both high-bay and single-story technical training labs, shops, and classrooms built to ICD 705 technical specifications. Construction will consist of a deep reinforced concrete foundation (pier and grade beam), structural slab, structural steel framing, insulated metal panel exterior walls, interior masonry or metal stud partitions, and a sloped standing seam metal roof. Building systems will include electrical, mechanical, water, sewer, fire and lighting protection systems, security systems, and NIPR and SIPR communications systems. Overall site improvements include clearing, grubbing, grading, minor demolition, drainage, utility, and communications connections, plus access paving, parking, and walkways as applicable. REVOLUTIONARY FEDERAL ACQUISITION REGULATION OVERHAUL (RFO) 22.502-1 DEFINITION: Project labor agreement means a pre-hire collective bargaining agreement with one or more labor organizations that establishes the terms and conditions of employment for a specific construction project and is an agreement described in 29 U.S.C. 158(f). RFO 22.503 POLICY:

  • (a) Executive Order (E.O.) 14063, Use of Project Labor Agreements for Federal Construction Projects, requires agencies to use project labor agreements in large-scale construction projects to promote economy and efficiency in the administration and completion of Federal construction projects.
  • (b) When awarding a contract in connection with a large-scale construction project, agencies must require use of project labor agreements for contractors and subcontractors engaged in construction on the project, unless an exception at 22.502-2(d) applies. INDUSTRY COMMENTS: The construction community is invited to comment on the use of PLA(s) using the attached list of
