Notice of Intent to Sole Source: 36C776Q0160 National Veterans Wheelchair Games Event Space and Support Services Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to the Detroit Regional Convention Facility Authority, DBA Huntington Place Convention Center for event space and support services for the 45th National Veterans Wheelchair Games (NVWG) to be held in Detroit, MI, from July 7, 2026 July 15, 2026. This procurement is being conducted in accordance with Revolutionary Far Overhaul (RFO) Parts 6.103-1 Only one responsible source and no other supplies or services will satisfy agency

requirements and 12.102(b) Restricting competition.. The NAICS code for this procurement is 561920 and the Small Business Administration Size Standard is $20 Million. Justification: This requirement is needed to support venue space, and related services for the National Veterans Wheelchair Games. An estimated 500 disabled Veteran participants all using wheelchairs or power chairs, along with their family members/ coaches/ special event staff and volunteers will be participating in the NVWG. Finally, it is recommended the contracted vendor be within 10 miles to the closest International Airport to facilitate movement to and from scheduled events.

Background: This is a non-personal services contract to support venue space, and related services for the National Veterans Wheelchair Games (NVWG) to be held in Detroit, MI. The VA and the Paralyzed Veterans of America (PVA) co-present the NVWG since 1985 and the event has grown into the world s largest annual wheelchair sports and rehabilitation program. The NVWG empowers Veterans living with Spinal Cord Injury, amputations, Multiple Sclerosis and other neurological injuries to live healthier lives through sports and fitness. NVWG is a program that enhances Department of Veterans Affairs (VA) rehabilitation therapists utilization of adaptive sports to teach Veterans essential mobility, functional and adaptation skills necessary for active and meaningful life activities to integrate back into the community The requirement includes providing a minimum of 225,000 Square Feet of Continuous Indoor, Wheelchair Accessible Facility/Exhibition Space to support simultaneous sporting events such as table tennis, slalom, wheelchair basketball, quad rugby etc. Conference Space must be able to accommodate up to 500 Veterans in wheelchairs and 400 non-wheelchair users (able bodied caregivers / participants) and adaptive sporting events. The facility must be near contracted hotel(s) to provide appropriate access for individuals in wheelchairs. See the attached documents for additional details in the original posting. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which may be considered by the agency, only if received by the closing date and time of this notice. Responses shall provide detailed information that demonstrates the vendor is capable of meeting all

requirements as detailed in the attached documents. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government.
