Description

This contract will provide designs for expanding the electrical capacity of the Grand Junction VA Medical Center. The A-E is to provide design services to expand the electrical capacity of the Grand Junction VA Medical Center (2121 North Ave, Grand Junction, COÂ 81501). The contractor shall design the following: Statement of Work: The Grand Junction VA Medical Center campus has 22 buildings, with 321,557 gross square feet of space. To expand services, the VA requires additional electrical power on the north and east sides of the campus. The northern electrical room remodel will support future expansions while the newly created eastern electrical room will support temporary facilities that provide workspaces for displaced employees. In the past, temporary spaces have been modular in nature and could be tents, trailers or other types of temporary facilities. Most work will be conducted indoors, however, Grand Junction, CO has a semi-arid climate, with hot summers and generally mild winters. During the summer months temperatures typically reach into the 90s Fahrenheit during the day, while evenings tend to remain comfortable and cool. Winters are usually mild, but snow does occur, and temperatures can cool down to freezing averages. Spring and fall tend to be transitional seasons with moderate temperatures. The area receives around ten (10) inches of precipitation per year with most of it falling from April through August. Specific project tasks: Remodel and add on to 1634-1 (433 SF) / 1635-1 (433 SF) to ensure adequate electrical utilities exist to support the north portion of the WCHCS on the Grand Junction, CO campus. This will include expanding the rooms by 800 SF to the west. This additional space will allow the hospital to add switchboards and panels when needed and enclose an Automatic Transfer Switch (ATS). Add a new electrical room to ensure adequate electrical utilities are in place on the eastern side of the WCHCS on the Grand Junction, CO campus. This will provide electrical capacity from location 1 on the western side of the WCHCS to location 2 (see attachment A) on the eastern side. The minimum power

requirements are three-phase, 208V, 800A and include normal, critical, life safety and emergency power circuits. This electrical run will terminate in a new conditioned electrical space at location 2 after passing through necessary electrical step-down equipment at site 3. Any future projects that have temporary facilities will be designed to be compatible with 208V and use no more than 80% of the amperage available per branch circuit. These facilities will be expected to run power from their location to the new electrical room distribution point designed at location 2. All aspects of the design must adhere to the NEC Design manuals posted on the VA technical information library at the following sites: http://www.cfm.va.gov/til/ and https://vatilms.va.gov/vatilms/catalog. All electrical, architectural, and mechanical work for these systems will be designed by the A-E. The installation must, at a minimum, be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and VA Publications (Master Construction Specifications, Construction Standards, National Fire Protection Association (NFPA), Underwriters Laboratory, International Building Code IBC 2003, NFPA and National Electric Code (NEC), building codes and standards, and VA Information Security Handbook 6500.6, etc.). DESIGN CRITERIA: As part of the design the following list needs to be considered: All electrical work will be terminated by the contractor. The design must be clear who and what is supplied for the termination equipment. Any penetration through any fire barriers whether a floor or wall will be done in this contract to meet VA standards and National Fire Protection Association (NFPA). The contractor shall obtain permits issued by the facility before any penetration shall occur. The installed system and its components shall be tested and commissioned. This will be included in the design and construction documents. Implement new technologies in electrical systems to improve and facilitate energy usage reductions. The system will be compatible with the existing control systems on station. All finishes will be coordinated with the VA interior designer and called out in a finish schedule. All testing and balancing parameters will be provided by the A-E. Design documents that show the red lines will be submitted by the contractor to the A-E, put into the AutoCAD drawings and submitted within 30 days of the completion of the construction project. According to VA standards as outlined in the VA Specifications Technical Library. All existing utilities which are designed to be relocated or modified shall have directions to the contractor on the new location and modifications. Mark Holland
