Notice of Intent to Sole Source The Federal Bureau of Investigation (FBI) intends to award a sole source Firm-Fixed-Price (FFP) contract to Harbour Towne Marina LLC, doing business as Harbour Towne Marina, for Miami USERT Boat Slip Rental 2026. This requirement is for the rental of a commercial marina boat slip to support the operational readiness of the FBI Miami Division Underwater Search and Evidence Response Team (USERT) vessel. The required marina must accommodate a 34-foot rigid hull inflatable boat (RHIB) and provide the operational capabilities necessary to support immediate law enforcement response missions. This notice is issued for informational purposes only and is not a Request for Quotation (RFQ). The Government does not intend to issue a competitive solicitation unless it determines, based on responses to this notice, that competition is appropriate. In accordance with FAR 5.207(16)(ii), all responsible sources may submit a capability statement and quotation, which shall be considered by the agency in determining whether to proceed with the contemplated sole source award.
