Refurbish and Repaint Antenna Towers

Purpose of Amendment 01 is to release the official question and answer (Q&A) and provide clarification on bonding

requirements as follows: FIRST: When it comes to bonding and if it is required with your proposal, the answer is yes if your proposal exceeds the threshold of $150,000.00. There was a discrepancy discovered between between pages 03 and 77 of the solicitation. Therefore, the amount found on page 77 is incorrect and should read as the following: L.2 REQUIRED DOCUMENTS The Offeror MUST return the following completed documents as part of its offer to be considered eligible for award. FACTOR 1: OFFER AND OTHER DOCUMENTS 1.Cover letter stating that no exceptions are taken to any specification

requirements or contract terms and condition, or detailed summary of all exceptions taken. 2. Signed SOLICITATION, OFFER AND AWARD form and acknowledgement of any issued amendments. 3. Price proposal that includes all costs necessary to perform all work in accordance with each associated Statement of Work (SOW), and the Davis Bacon Wage Rates. All these

attachments can be found in Section J. 4. Section K, Representations, Certifications, & Other Statements of Offerors. 5. Certificate of Liability from your insurance company that shows you can meet the

requirements identified in this solicitation. 6. Performance bonding is required if your proposal exceeds $150,000.00. This has also been further explained in attachment J-3, Official Question and Answers for 697DCK-26-R-00351. SECOND: Attachment J-3, Official Question and Answers for 697DCK-26-R-00351 is hereby released. THIRD: The due date for proposals remains unchanged: Noon (Eastern Time) on July 20, 2026. FOURTH: All other terms and conditions remain unchanged and in full effect.

SCOPE OF WORK: 1. Surface preparation: i. Remove any visible oil, grease or salt contaminants. ii. All steel surfaces must be prepared in accordance with SSPC-SP 2 (Hand Tool Cleaning), SSPC-SP 3 (Power Tool Cleaning) and SSPC-SP 11 (Power-Tool Cleaning to Bare Metal) Standards. SP11 must only take place when necessary. Following hand and power tool cleaning, all surfaces must be brushed, blown clean with compressed air or vacuumed to remove all dust, and debris before the application of any coating. The Contractor must prevent the migration of debris, paint chips and dust to adjacent properties. All debris must be collected at the end of each workday. No debris must be left on-site overnight, and the premises must be returned to a clean condition upon completion of work. iii. Hazardous Materials
