Period of Performance: 1-3 September 2026 Location: 785 County Road J, Yutan, Nebraska 68073.This is a non-personal services contract to provide Region VII Supported Collective Training Exercise (SCTE) Structural Collapse Venue Site (SCVS) support, provide and manage contractor role players, moulage artists, and weighted manikins. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The NGB J3/7 provides the Chief, National Guard Bureau (CNGB) with subject matter expertise on joint doctrine, training, education, and exercises to ensure a trained and balanced National Guard force ready to support any mission of the several States or Combatant Commanders.CLIN 1001: Non-personal services contract to provide Region VII EXEVAL Nebraska CERFP Support Services.

Therefore, the Government is not obligated to determine a competitive range, conduct discussions with contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The Government will award a contract resulting from this solicitation to the offer responsible whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical Capabilities, Past Performance, and Price. 1. Technical: The offeror?s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Performance Work Statement. Generic and overarching statements regarding capabilities will not be an acceptable explanation of executable capability. Offeror will clearly and individually outline capability to fulfill contract

requirements for all services and

deliverables at the time of submission of its offer. 2. Past Performance: Provide three (3) references of work; similar in scope and size; with the requirement detailed in the Performance Work Statement. References must include , a brief description of the work completed, and contract number. 3. Price: Offeror will provide one quote for CLIN 0001 and CLIN 1001.

Pricing shall be submitted separately from Technical and Past Performance.
