1. SYNOPSIS This is a combined for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued separately. 2. REQUIREMENT OVERVIEW The Securities and Exchange Commission (SEC) intends to award a Firm-Fixed-Price (FFP) contract for the renewal of a software subscription for Babel Street Analytics, an Open Source Intelligence (OSINT) and data analytics platform. [1] The SEC requires a cloud-based software solution that provides real-time data aggregation, analytics, and risk intelligence capabilities in support of its mission to protect investors, maintain fair, orderly, and efficient markets, and facilitate capital formation. The Government intends to procure Babel Street Analytics (Babel Street, Inc.) or an equal product.
Period of Performance: Base Year: August 14, 2026 - August 13, 2027 Option Years: Up to 9 additional years (if exercised) 3. BRAND NAME OR EQUAL JUSTIFICATION Pursuant to FAR 11.104 and FAR 11.107, this solicitation is issued as a Brand Name or Equal procurement. The Government has identified Babel Street Analytics as the brand name product that meets the SEC's minimum
requirements. Offerors proposing an "equal" product must demonstrate that their proposed solution meets all salient characteristics listed in Section 4 below. 4. SALIENT CHARACTERISTICS / MINIMUM
REQUIREMENTS To be considered an "equal" product, the proposed solution must meet all of the following salient characteristics: Multilingual Data Collection: Must provide automated collection and translation of open source data from the internet, deep web, and dark web in over 200 languages. Identity Resolution: Must provide persistent identity resolution capabilities. Advanced Analytics: Must provide data analytics and risk intelligence capabilities. Cloud-Based Delivery: Must be delivered as a Software-as-a-Service (SaaS) solution. Security Compliance: Must operate at a security level consistent with Federal security
requirements. User Access Controls: Must provide role-based access controls (RBAC) and maintain detailed audit logs. API Integration: Must support secure API access. Data Retention and Export: Must allow authorized users to save, export, and archive results. Training and Technical Support: Must include onboarding training and ongoing technical support.
