E. H Street, Iron Mountain, MI 49801 The Oscar G. Johnson VA Medical Center has a requirement for the construction of project # 585-25-103 to Upgrade Facility Generator Controls Construction The

Scope of Work for this project includes all labor, superintendence, materials, tools, equipment, transportation, licenses, certificates, insurance, temporary protection, and other items designated under the provisions of this contract for the Upgrade Facility Generator Controls Construction 585-25-103 at the Oscar G. Johnson VA Medical Center located in Iron Mountain, Michigan as outlined in the contract specifications and as shown on the contract drawings. Work includes upgrading the control system for three (3) Cummins 1250kW diesel powered generators. This entails installing modernized PCC3.3 Controllers at each generator, replacing the legacy Digital Master Controller (DMC) with Cummins modern DMC 8000, and installing new control wiring to the MV switchgear. A temporary 480V generator (1000kW minimum) and 480V/13.8kV step up transformer will be needed to maintain backup power availability to the Facility. Additionally, to complete the upgrade to the DMC8000 V3.3 software, fifteen (15) communication cards in existing facility ATS units will need to be upgraded and programmed for operation.

Period of Performance is 430 calendar days after Notice to Proceed (NTP). The NTP shall be issued approximately 7 calendar days after award once required payment and performance bonds and certificate of insurance are provided. The North American Industry Code (NAICS) for this procurement is 238210 Electrical Contractors and Other Wiring Installation Contractors with a size standard $19M Estimated construction magnitude is between $1,000,000 and $2,000,000. This solicitation will be UNRESTRICTED Full and Open Competition IAW FAR 6.1 The solicitation, specifications and drawings will be posted on SAM.gov CONTRACTING OPPORTUNTIES https://sam.gov/content/opportunities on, or about February 4, 2026. A pre-bid site conference and a site walk-through for this solicitation are tentatively scheduled for the week of February 12, 2026 (exact time and location shall be provided with the formal solicitation package). All interested offerors, subcontractors and suppliers are strongly encouraged to attend.
