Description

1. Notice of Strategy The Department of Commerce (DOC) is providing this notice to inform industry of its procurement strategy for the Cloud Vehicle Blanket Purchase Agreement (BPA). This 10-year vehicle, with an estimated value of $4.105 Billion, is designed to provide native hyperscale cloud services across the Department. 2. Direct-to-CSP Approach Due to highly specialized technical

requirements, including massive compute elasticity (25,000+ concurrent vCPUs), proprietary 100+ Tbps global backbones, and specific hardware density for AI/ML and weather modeling, the Department is utilizing a Direct-to-CSP strategy. It is contemplated that to ensure mission success and direct engineering support, only Original Equipment Manufacturers (OEMs) acting as the Cloud Service Provider (CSP) will be eligible for award. 3. Authority This strategy is being executed via GSA eBuy under the authority of GSAR Subpart 538.71. Participation is restricted to authorized contractors holding a GSA Multiple Award Schedule (MAS) under SIN 518210C. 4.
