PLACE OF PERFORMANCE: Rygge Air Station, Norway 5. SOLICITATION NUMBER: W912GB26RA016 6. TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a Firm-Fixed-Price (FFP) stand-alone Design-Bid-Build (DBB) contract for construction of the base perimeter security fence and security patrol road on Rygge Air Station, Norway. 7. TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business
requirements are waived for this project due to its location OCONUS. 8. DESCRIPTION OF WORK: The project consists of a base perimeter fence which will be a Type A welded wire mesh fencing surmounted by 3-strands of barbed wire with an outward facing 45-degree angled outrigger, signage, and clear zones. The base perimeter fence covers areas of irregular terrain. Work also includes an unpaved (gravel) security patrol road. Supporting facilities include site development, conduit for future connection to lighting and intrusion detection systems (IDS), storm drainage, and landscaping. 9. SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. 10. DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $5,000,000 and $15,000,000. 11. SOLICITATION WEBSITE: Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this, or any U.S. Government contract. The RFP is available by internet access only. All RFP documents will be made available for the viewing at the SAM website (www.sam.gov) and the Procurement Integrated Enterprise Environment (PIEE) website (https://piee.eb.mil/). All amendments will also be made available on the SAM and PIEE websites. 12. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about mid March 2026. A pre-proposal site visit is expected to take place on site at the end of March. Actual dates and times will be identified in the solicitation.
