FCC Allenwood hereby issues solicitation 15B20126Q00000005 for the award of a single firm-fixed-price construction contract for a project entitled Replace Tunnel Doors - USP Allenwood at USP Allenwood, located in Allenwood, Pennsylvania. USP Allenwood is a Federal Penitentiary located at Route 15, 2 Miles N of Allenwood, Allenwood, PA 17810. The work to be performed in association with this project includes the following Statement of Work (SOW) attached to this solicitation. Solicitation is a 100% small business set aside. Quotes from large businesses will not be considered. The NAICS code for this requirement is 238290 with a corresponding size standard of $22,000,000. Any contractor interest in obtaining a contract award with the Federal Bureau of Prisons must be registered at www.sam.gov. The solicitation will be available on or after, February 12, 2026, with a due date of March 12, 2026, at 2:00 p.m. Eastern Standard Time. The solicitation will be distributed solely through sam.gov website. Hard copies of the solicitation document will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Any and all

questions concerning this solicitation will need to be submitted in writing to Garrett Moser, Contract Specialist at [email protected]. This requirement is a Firm-Fixed-Price contract. The Government will award to responsible vendor(s) whose offer, conforms to the solicitation, and are considered to be most advantageous to the Government. Technical Acceptability and Past performance will be considered approximately equal in value to price. The Best Value Determination method will be used to make award for this requirement. FAR defines “Best value” as the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.
