Description

In accordance with Federal Acquisition Regulation (FAR) Overhaul Part 10.000, his is a Sources Sought Notice only. This is not a request for quotes (RFQ), request for proposals (RFP), or an invitation for bid (IFB), and no contract will be awarded by this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought Notice. Respondents will not be notified of the results of the evaluation. Purpose: Expand Operating Suite to Increase Surgical Access Project # 652-25-108 The Department of Veterans Affairs, Central Virginia VA Health Care System (CVHCS), Richmond VA Medical Center, 1201 Broad Rock Boulevard, Richmond, Virginia, 23249 is requesting professional Architect/Engineer (AE) and healthcare planning services necessary to renovate approximately 10,000 s.f. of vacated clinical lab space into operating rooms with support spaces. Services required of this A/E contract shall include, but are not limited to, preparation of existing conditions plan and schematic design which includes site investigation for civil, structural, architectural, interior design, equipment/ furnishings, conveying equipment, mechanical, plumbing, fire protection, electrical, electronics/ security, telecommunications, healthcare technology systems and devices and environmental such as asbestos abatement including but not limited to survey and sampling. The project shall be phased in such a way to minimize and, if possible, avoid impact to the Medical Center and patient care. The contractor shall have 280 days from the Notice to Proceed to complete all work associated with the

Scope of Work. The work shall be performed in strict accordance with the

scope of work prepared by Department of Veterans Affairs. This requirement is anticipated to be 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set aside. In accordance with Public Law 109-461 and VAAR 819.7003 (b), offerors must be registered and certified in the SBA Certification database as a SDVOSB. Only offers from certified SDVOSBs in the SBA database at the time of offer shall be deemed eligible for award. This is an A/E services project and will be needed in June of 2026. Interested sources will not receive formal notification or feedback on any information submitted to this Sources Sought Notice. All future/proposed submissions/solicitations

requirements solicited on a Government Point of Entry (GPE) will be evaluated independent of any information submitted in response to this Sources Sought Notice. No vendor will be provided with information on solicitations issued on a Government Point of Entry based on this Sources Sought Notice. The NAICS code for this project is 541330: Engineering Services with Size Standard of $25.5 million. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract.
