The Department of Veterans Affairs, Network

Contracting Office (NCO) 21, has a requirement for a contractor to provide all personnel, equipment, tools, materials, and supervision necessary to relocate and add additional power legs to the water pumps in the Building 12 basement.

Scope of Work: The Contractor shall install emergency power, relocate the normal power onto the existing motor control center (MCC), and install a new manual transfer switch (MTS) to correct existing system deficiencies where pumps currently have no emergency power source. The Contractor must conduct a thorough review of the work area and existing equipment to identify potential pathways and determine the most feasible course of action for installation. Key

Requirements: Compliance & Safety: The new normal and emergency electrical systems must be fully compliant with the VA Technical Information Library (TIL), the Veterans Health Administration (VHA) Electrical Design Manual, and all up-to-date safety codes. The contractor must also strictly follow OSHA safety and Lock-Out-Tag-Out (LOTO) procedures. Working Hours & Outages: Standard work hours shall be Monday through Friday, 0700 to 1700, excluding federal holidays. The contractor must give the

Contracting Officer's Representative (COR) advanced notice before executing any facility outages. Schedule & Milestones: The contractor must submit a schedule detailing materials, labor, and construction milestones within the first two weeks of the project start date. The entire project must be completed within 180 calendar days after the issuance of the Notice to Proceed (NTP). Certifications: The General Contractor s Competent Person/Superintendent must hold a 30-hour OSHA construction safety certification, and all on-site employees (including subcontractors) must hold a 10-hour OSHA certification. Insurance & Warranty: The contractor must submit documentation from their insurance carrier verifying an Experience Modification Rate (EMR) equal to or less than 1.0. A standard one-year warranty on all materials and workmanship is required.
