This notice is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding to this notice will be solely at the interested party’s expense. Additionally, this SSN is intended only for sources duly authorized to operate and do business in Japan. 2.0

BACKGROUND & PURPOSE The Department of the Navy, Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka, is conducting market research to identify capable commercial vendors to provide Oily Wastewater (OWW) treatment and recycling services for energy recovery purposes. The Contractor shall provide all services necessary for the final treatment and disposal of the hazardous and/or non-regulated materials in accordance with all applicable federal, national, provincial and local Japanese, prefecture or city regulations. The services performed under this contract shall be performed at Commander, Fleet Activities Yokosuka (CFAY), Japan in support of U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) Yokosuka, CFAY Port Operations, and several individual United States Navy ships in Yokosuka (predominantly Commander, U.S. Seventh Fleet). The Government anticipates awarding a Firm-Fixed-Price (FFP), Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a 5-year ordering period. Services shall be ordered on an as needed basis through the issuance of task orders during the contract ordering period. 3.0

SCOPE OF WORK The Contractor shall provide comprehensive OWW collection, on-site treatment, and recycling services via specialized barges and vacuum trucks to support ship maintenance and port operations. The scope includes the purification of bilge water, ballast water, and other petroleum-contaminated fluids to meet stringent discharge standards in accordance with Japan Environmental Governing Standards (JEGS) and other Government regulations. The Contractor is responsible for the entire lifecycle of the waste stream, from initial shipboard sampling and collection to the final disposal of industrial waste and the recycling of petroleum assets for energy recovery. 4.0 DRAFT PERFORMANCE WORK STATEMENT A Draft Performance Work Statement (PWS) is attached to this notice to provide industry with a detailed understanding of the anticipated technical, logistical, regulatory and quality assurance
