The purpose of this modification is to provide continuity of specialized Research, Development, Testing, & Evaluation (RDT&E) services to the Information Technology Division (ITD) located at the U.S. Naval Research Laboratory in Washington, DC. This effort consists of comprehensive efforts that significantly improve end-to-end computer network performance over an entire network enterprise. This covers all layers of the network stack and includes the displays, the Graphical User Interface (GUI) applications, the data, the storage, security and the protocols, policies and directives that govern the enterprise. This extends from tactical edge, to High Performance Networking Center (HPC). The bridge period will be for six (6) months for a revised and estimated
