Description

Performance Work Statement WINDOW WASHING

A. GENERAL: Furnish all labor, supervision, materials, and equipment necessary to accomplish complete window washing services as described herein that identify the buildings and the with windows and doors that require cleaning. The contractor will be required to replace any window units or fixtures damaged during accomplishment of contracted services.

B. HOURS OF OPERATION: Normal business hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding Federal Holidays.

C. The eleven holidays observed by the Federal Government are: New Year s Day, Martin Luther King s Day, President s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veteran s Day, Thanksgiving, Christmas, and any other day specifically declared by the President of the United States to be a national holiday.

D. SPECIFICATIONS: Cleaning windows outside using pure water systems and/or approved environmentally friendly/ Green chemicals (ie: vinegar or mild detergent) that will remove debris and residue on the glass and will dry spot free. Debris can be defined as the following: dirt, dust, bugs/insects, cobb/spider webs, wasp nests (including mud dauber nests), bird feces, film, residue, sap, mildew etc. Cleaning the frames, sashes, panes, sills, screens, jambs, rails, aprons, stiles etc., of all windows. At least 2 trips annually. (this will be a base plus 3 option) Standing on the ground or secure platform ie: scissor lift, or roof when available via ladder, or using poles with mop/scrub squeegee. Using appropriate safety measures and tie off s (supplied by contractor) as specified in the safety plan submitted to JHQVAMC safety committee. Cleaning of the windows in the Atrium, old library, gymnasium and chapel by hand with no high- pressure methods. Contractor will submit a safety plan detailing the safety measures that will be used to protect workers while working on the roof of the JHQVAMC. Screens of the tunnel leading from building 8 will be removed, the glass and screen cleaned, and the screen replaced. Any and all additional areas where screens are present, the screens will be removed, the windowpane, sill, sash and frame as well as the screen, will be cleaned and the screen replaced when finished. Additional tools may be required to remove and replace screens. 7. The windows on the buildings that are of historical value will be cleaned with a mild detergent or approved green cleaner suited to the glass and woodwork (colonial style wood frames and historical glass). These windows as specified in the PWS will be cleaned by hand with a sponge, squeegee, cloth no high-power pressure washing system shall be used. Pay special attention to the atrium areas on the exterior, remove sap, mildew, dirt/debris, bird feces and residue. All damages caused by contractor s personnel will be repaired to previously existing condition at contractor s expense. Contractor must follow OSHA guidelines, policies, procedures, and directives, as well as fire and safety regulations of the medical center. Work of the contractor is to be coordinated to prevent conflicts with the treatment of patients and the functioning of the facility. No medical apparatus will be moved without approval. The contractor personnel must report to EMS daily to check in, and report back to EMS what they accomplished during the day before leaving the Medical Center grounds. Report to Sarina Crowe Building 8 room 117 Phone (423) 926-1171 ext 7382 or Ashleigh McNeill ext. 7889 Contractor personnel must wear identifying clothing, such as caps or shirts with contractor logo at all times while on Medical Center grounds. Contract project manager to submit to EMS, the plan for how areas/rooms are to be serviced each workday. Contractor will report to the COR before moving to the next planned area. Contractors will secure visitor badges and visibly display visitor badges on the upper left side of the chest area for the entirety of the time that the contractor is present at the facility. Adjustments to the work schedule will be made to accommodate the use of scissor lifts and ladders in areas utilized by veterans, veteran s families and VA employees to enter and exit buildings. These adjustments will be to schedule the contractor to work during evening hours after COB for the day. Questionable results regarding spots or residue will be expected on approximately 1 in every 200 windows. The contractor is required to re-clean where deficiencies have been noted at no additional expense to the Government. All work is to be performed in accordance with the guidelines established by Federal, State and Local ordinances and with contractor s procedures manual and quality control manual. In the event of inclement weather work may be delayed or rescheduled. In the case of a weather emergency, the contractor will proceed to the nearest building and follow the instruction of the VA employees in that building. Work will be inspected, and spot checks will be conducted for the entirety of the period that the vendor is on VA property. Final inspection and closeout meeting with VA personnel will be conduction on the final day of work. The term window shall be all inclusive of the parts pertaining to the actual window, including but not limited to the head, jamb, sill, glass, pane, frame etc.

E. SCHEDULING: The contractor shall provide a written work schedule identifying when the work will be accomplished no later than the date identified in this solicitation for work to begin. For example: A schedule identifying when work will be accomplished shall be furnished no later than (date to be determined. All work must be scheduled through individuals identified in section D paragraph 7/e. All windows, frames, frames, panes, sills, screens, jambs, rails, aprons, stiles etc and glass doors will be cleaned twice yearly, and the sidewalks and porches will be power washed once every 3 years. Note: while buildings on VA property are under construct for repair or remodel the price for said building will be adjusted.
