This announcement constitutes only solicitation; quotes are being requested. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01. This acquisition is a TOTAL SET-ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSB) in accordance with VAAR 819.7006 and VAAR 819.7007. The associated North American Industrial System (NAICS) code for this procurement is 238220 Plumbing, Heating, and Air-Conditioning Contractors, with a small business size standard of $19.0 million. The FSC/PSC is J045 Maintenance, Repair, and Rebuilding of Equipment: Air Conditioning, Heating, and Ventilation Equipment. The VA Connecticut Healthcare System is seeking to purchase replacement of condensate pumps and associated piping, electrical, and controls in Building 1 and Building 2 at the West Haven VA Medical Center, 950 Campbell Avenue, West Haven, CT 06516. BACKGROUND VA Connecticut Healthcare System requires replacement of condensate pumps and associated piping in Building 1, Mechanical Room SG182, and Building 2, Mechanical Room G139, at the West Haven VA Medical Center. 2. JUSTIFICATION To restore effective, safe, and continuous operation of new lead/lag condensate pump setups in mechanical spaces within Building 1 and Building 2, along with required piping corrections and electrical services for pumps. The boiler plant is currently functioning on a high percentage of makeup water due to lack of condensate return. This correction will improve the overall efficiency of the boiler plant, reduce corrosion risk, and reduce makeup water usage. 3. QUALIFICATIONS To be considered eligible for award, quoters shall: a. Have a field representative located within 200 miles of the West Haven Campus of the VA Connecticut Healthcare System. b. Have been trained by the Original Equipment Manufacturer (OEM) on the specific model of equipment being provided. c. Be qualified to perform work and inspections on steam distribution systems, including industrial boiler plant equipment, and have completed prior steam distribution work and/or inspection projects for VA Connecticut Healthcare System. d. Provide upon request documentation of factory-certified service/maintenance training on the specific equipment under the terms of this contract, where applicable. The

Contracting Officer's Representative (COR) reserve the right to reject service provider personnel and refuse permission to work on the equipment described herein based upon credentials provided. e. Be responsible for complying with the VA Connecticut Healthcare System policy for confined space and Lockout/Tagout (LOTO), and have all equipment, supplies, and external support necessary to safely enter confined spaces and perform all work. 4. PRE-BID WALKTHROUGH Quoters shall perform a mandatory pre-bid walkthrough at 8:30 a.m. on July 08, 2026, at the VA Medical Center West Haven, 950 Campbell Avenue, West Haven, CT 06516. Attendees shall meet at Building 15 to obtain a temporary day badge and complete a sign-in sheet. Confined Space 15C is not accessible for a pre-bid walkthrough; however, the hatch will be open for observation. No confined space entry will be permitted during the walkthrough. 5. HOURS OF PERFORMANCE Mobilization shall occur outside of regular business hours: Friday 5:00 p.m. through Sunday 5:00 p.m. A planned and dedicated steam outage will be coordinated with the VA COR to support this work. No work shall be performed on U.S. Federal Holidays unless an emergency status has been indicated by the
