The National Institutes of Health (NIH) Clinical Center (CC) seeks a contract with University of Maryland Medical Center at Baltimore (UMB) to provide the patient population to develop a biorepository of patients suspected of or diagnosed with pulmonary hypertension (PH). The

objective is to collect blood samples, demographics, clinical assessments, and outcome data in enrolled subjects. Place of Performance: Bethesda, MD 20892 USA POTS: 26-007059 Description: This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institutes of Health (NIH) intends to award a fixed price purchase order to the University of Maryland Medical Center, LLC, located at 250 West Pratt St, 24th Floor, Baltimore, MD 21201, on a firm fixed price sole source award basis to provide the required biorepository of patients to the National Institutes of Health. Funding for the research to be completed with the patient samples obtained through this contract is from the 2026 Research Award for Staff Clinicians (RASCL) Award to the NIH program. For the initial studies, a local PH center of excellence is required that has an institution affiliation with the IC. Thus, in order to maintain the integrity of the research plan and adhere to the proposed work that received funding, competition will be limited for this project. This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT),

contracting officers may solicit from one source if the

contracting officer determines that the circumstance of the contract action deem only one source reasonably available. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the

requirements of FAR Part 6-Competition
