The Space Rapid Capabilities Office (SpRCO) intends to issue a firm-fixed-price, sole-source purchase order to HVF Precious Metals (CAGE Code: 49057). This acquisition will be conducted in accordance with the procedures established by the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12. The basis for this sole-source determination aligns with the rationale of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency
requirements." The Department of the Air Force requires the disposal of sensitive Information Technology (IT) equipment through facilities approved by the Air Force (AFOSI). Market research has concluded that HVF Precious Metals is the only responsible source capable of meeting the government’s
requirements, as they operate the nearest AFOSI-approved facility to Kirtland Air Force Base, NM.
