Description

The Bureau of Reclamation intends to procure specialized equipment, software, engineering services, and OEM exclusive integration required to modernize the Grand Coulee Dam radio communications system. This modernization effort includes the design, supply, installation, and commissioning of a new Motorola P25 Phase 2 VHF simulcast system, associated distributed antenna systems, geo-redundant core sites, dispatch consoles, subscriber radios, paging equipment, and required Motorola ASTRO 25/MCore software features. The system relies on proprietary Motorola firmware, configuration tools, and licensed software including Dynamic System Resilience, SmartConnect, Dynamic Dual Mode, Dynamic Talk group Assignment, and core network configuration utilities which are exclusively available through Motorola Solutions and cannot be provided, configured, or certified by third-party vendors. Motorola retains sole authority to access, patch, upgrade, and certify its core systems, and the required engineering services must be performed by Motorola certified personnel to maintain system operability, cybersecurity posture, and Authority to Operate. Market research and federal precedents, including DHS TacCom II radio upgrade actions, confirm that while commodity radios may be sold by resellers, the OEM retains exclusive capability for integration, firmware activation, and system level configuration of Motorola ASTRO 25 infrastructure, making Motorola the only source capable of meeting the Governments full technical, security, and interoperability

requirements.
