Public Access to Court Electronic Records (PACER) System Access

A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD FOR THE PUBLIC ACCESS TO COURT ELECTRONIC RECORDS (PACER) SYSTEM. The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price purchase order on a sole source basis to the Pacer Service Center for access to the PACER system. The PACER system provides electronic public access to federal court records with instantaneous access to documents filed at all federal courts. Access to the PACER system for the ICE/ERO/New York Field . Without access to the PACER system, ICE/ERO's ability to obtain timely, mission-critical information in support of immigration enforcement operations would be severely hindered. There is only one responsible source and no other supplies or services will satisfy agency requirement as the statewide emergency communication service required is only available from the and no other agency offers those services. Services that will be acquired using FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-l(b) (l)(i), Soliciting from a single source. Market Research conducted by OAQ and ERO determined there were no other providers capable of fulfillng the government's need. This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 3:00 PM Eastern Daylight Time on July 28, 2026 by email to [email protected]; no telephone communications will be entertained. All information submitted should support the offerer's capability to provide the supplies and services required and shall be furnished at no cost to the Government.
