This requirement is being pursued under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.103-1, Only one responsible source and no other supplies or services will satisfy agency
requirements. SAIC is the only known source with the necessary knowledge, experience, manufacturing techniques, and resources to produce these systems without unacceptable delay and duplication of costs. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. All responsible sources may submit a capability statement which shall be considered by the agency. Unless stated herein, no additional information is available. Requests for the same will be disregarded. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis. There is no commitment by the Government to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before an award for the effort described above is made. Information provided herein is subject to change and in no way binds the Government to solicit for or make an award for the effort described above.
