requirements, Skydive Elsinore is the only identified vendor that operates the required comprehensive facilities and airlift capabilities concurrently in both Lake Elsinore, CA, and Porterville, CA, during the required
period of performance (18 May 2026 to
7 June 2026). See attached “Gen J&A Recon” This notice of intent is not a request for competitive proposals or a formal solicitation. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must demonstrate the vendor's clear ability to provide all required aircraft (CARB-approved), drop zones (ZAR-approved), and facility infrastructure in both Lake Elsinore and Porterville simultaneously. Responses must be received no later than 8:00 AM Japan Standard Time on
