Indian School Road INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the Design-Build minor construction project #644-25-039, Plumbing Infrastructure Upgrades Repairs at Buildings 1 and 8 and Exterior at Carl T. Hayden VA Medical Center (VAMC) located at 650
E. Indian School Road, Phoenix, AZ 85012. PROJECT DESCRIPTION This project is to replace existing sewer and vent piping that has failed/deteriorated along with heat exchangers, steam piping, condensate pipe, associated valves and traps, and tank systems. The project, at minimum, will consist of primarily replacing failed sewer lines and possible some vents for the basement of buildings 1, basement of building 8, and on the campus grounds with other equipment associated with waste and heat exchanger equipment, associated pipe, valves, traps, insulation, strainers, controls etc. ADMINISTRATIVE The solicitation will be issued as a Request for Fee Proposal (RFP) conducted in accordance with FAR Part 36.3 Two-Phase Design-Build Selection Procedures and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry System (NAICS) code is 237110 with a size standard of $45.0 million. The solicitation will be issued in mid-April 2026. The
period of performance is approximately 280 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $1,000,000 and $2,000,000. This notice is not a request for competitive offers. All
