Title: Extended Warranty Maintenance Support for Flow Cytometry Equipment

  • (i) This is a combined for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
  • (ii) The solicitation number is 75N98026Q00318 and the solicitation is issued as a Notice of Intent (NOI) of a non-competitive (notice of intent) combined synopsis solicitation to award a contract or purchase order without providing for full or open competition (including brand-name). This acquisition is conducted under the authority of the FAR Part 12.603— Streamlined solicitation for commercial products or commercial services, and is not expected to exceed the simplified acquisition threshold, and the authority of 41 U.S.C. 1901 and the statutory authority of FAR 6.302-3(a)(2)(ii). The National Institutes of Health, , intends to negotiate and award a firm-fixed price purchase order without providing for full and open competition (Including brand-name) to Becton Dickinson for Extended Warranty Maintenance Support for Flow Cytometry Equipment in order to keep the equipment running in optimal working condition.
  • (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (2026-01).

Background and Purpose

Background: The Flow Cytometry Shared Resource Laboratory is a core facility at the National Institute on Aging (NIA) Intramural Research Program (IRP). This core facility provides analytical flow cytometry and cell sorting services as well as access to instrumentation which is essential to the biomedical research mission of the NIA IRP. To ensure that instrumentation remains fully functional and that longitudinal studies may continue to use equipment calibrated in original equipment manufacturer standard ways, extended warranty maintenance support is required. Purpose: The purpose of this requirement is to procure continued extended warranty maintenance support for flow cytometry equipment owned by the National Institute on Aging Flow Cytometry Shared Resource Laboratory. This is a continuation of the maintenance/service contract on the BD Biosciences core instruments included all lasers: FACSDiscover S8 BRVYGUV (S/N R66515800039). The required base
