The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia -fixed-price order on a sole source basis QuidelOrtho Corporation for preventative maintenance (PM), calibration and repair services for the two (2) clinical chemistry and immunoassay analyzers, VITROS XT 7600, FAR 6.302-1. The
Contracting Officer has determined that a sole source award is required. The sole source, QuidelOrtho Corporation is the sole provider of manufacturer-certified service, parts, training, technical support, field service, and software support. Because the VITROS 7600 systems utilize proprietary technology and software, no other vendor or third-party service provider possesses the required technical data, proprietary diagnostic software access, or OEM-certified replacement parts necessary to maintain the equipment to required factory specifications. Utilizing a non-OEM provider would risk diagnostic inaccuracies, equipment downtime, and potential voiding of operational warranties, which would directly impact mission readiness and medical support capabilities. This acquisition is being conducted under the authority of 41 U.S.C. 1901, utilizing Simplified acquisition procedures - a sole source acquisition using simplified procedures for the acquisition of commercial products and/or commercial services, as implemented by FAR 12.102(b). The Government intends to solicit and negotiate with only one source under these procedures. The NAICS code is 334516 and the Small Business Standard is 1000 (number of employees). NOTICE OF INTENT: This Notice of Intent is not a request for competitive quotations. Proposals are not being accepted in response to this document. However, interested parties may identify their interest and capability to respond to this requirement. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
