The United States Air Force Academy (USAFA) intends to award a sole-source, firm-fixed-price purchase order to AB SCIEX LLC, located at 1201 Radio RD, Redwood City, California 94065. This acquisition is being conducted under the authority of RFO Part 12.102(a) – Acquisition of Commercial Products and Commercial Services. A determination has been made that the circumstances of the contract action deem only one source reasonably available. DESCRIPTION OF REQUIREMENT The Government requires the procurement of a commercial off-the-shelf (COTS) Liquid Chromatography System bundle to replace existing, nonfunctional laboratory equipment. The required system must integrate and interface natively with the laboratory’s existing Sciex QTRAP 5500 Mass Spectrometer and must be fully controlled by Sciex OS software without the use of third-party bridging applications. The required system includes: Core ExionLC AE System (Item #5311309) Sciex OS Upgrade Software License Success Master Training Package Associated components, installation labor, and integration kits (e.g., PFAS kit, column switching kits). A complete and detailed list of performance specifications and technical
requirements is provided in the attached Salient Characteristics document. This notice of intent is neither a formal solicitation nor a request for competitive quotes. However, all responsible sources that believe they can provide the required highly specialized equipment and services may submit a capability statement or quotation, which shall be considered by the agency. Any submission must provide clear and convincing evidence that the vendor can meet all
requirements in the attached salient characteristics, including the strict requirement for native, direct software integration and compatibility with the existing Sciex QTRAP 5500 Mass Spectrometer system. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
