Description

The Naval Air Systems Command (NAVAIR), V-22 Joint Program Office (PMA-275) intends to negotiate and issue a delivery order under Basic Ordering Agreement N00019-23-G-0004 to Honeywell International, 1944

E. Sky Harbor Circle Phoenix, AZ 85034 on a sole-source basis for: The V-22 program (PMA-275) requires the design, procurement, installation, and qualification testing of support equipment in support of repair capacity improvement of the Shaft Driven Compressor (Part Number 2210180-6-1) in order to support ongoing production, sustainment and mission readiness of the V-22 Osprey. This action is being awarded on a sole source basis to Honeywell in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 3204(a)(1), as implemented by FAR Part 6.103-1, "Only one responsible source and no other supplies or services will satisfy agency

requirements." Honeywell is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Honeywell is the only source that possesses the totality of engineering and technical data required to perform these efforts. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.103. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received by the close of the Presolicitation notice will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
