All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov to be eligible for award. Lack of SAM registration will make an offeror ineligible for award. A USCG over the water oil transfer certificate is required. Typical volume of request per delivery ~ 900 to 1,500 gallons to the ESSAYONS, and ~ 300-400 gallons to the YAQUINA, located at one of the following locations: Terminal 2, Port of Portland, OR; Longview, WA; Astoria, OR; Coos Bay, OR; Newport, OR, and Morro Bay, CA.
