Description

The U.S. Army Corps of Engineers (USACE), Los Angeles District (SPL), intends to award firm-fixed-price (FFP) contracts to require prime construction contractors to sole source new utility infrastructure for water and wastewater to a privatized utility System Owner, American Water Operations and Maintenance, LLC. The actions would be implemented on new USACE construction projects awarded between 2026 and 2032 at Vandenberg Space Force Base, California. Vandenberg Space Force requires a privatized utility System Owner (SO) for new utility infrastructure construction of water distribution and wastewater collection systems. The construction and installation efforts will include the following: New utility infrastructure construction by the privatized utility System Owner (SO) for construction services for all work pertaining to new exterior water and/or wastewater systems. The SO would be responsible for constructing and installing new exterior water and wastewater utility infrastructure from the new constructed facility point of demarcation to the SO's existing utility system and enter a connection charge agreement between the parties. This will be awarded on a sole source basis under the authority of 41 U.S.C.3204(b)(B), as implemented by FAR 6.302-1(a)(2)(iii)(B) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency

Requirements. The applicable North American Industrial System (NAICS) code is 237110, Water and Sewer Line and Related Structures Construction. The small business size standard for this NAICS, as established by the U.S. Small Business Administration, is $45,000,000 annual revenue. The Product Service Codes (PSC) is Y1NZ - Construction of Other Utilities.
