This is a SOURCES SOUGHT NOTICE and is NOT a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service-Disabled Veteran Owned, and Women Owned Small Business firms. Responses to this Sources Sought Notice will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers (USACE), Mobile District, anticipates a future Indefinite Delivery/Indefinite Quantity (IDIQ) procurement to acquire Services under individual task orders throughout CONUS and OCONUS to support Mobile District’s BUILDER SMS Program. Required services include ALL planning, supervision, labor, subcontracts, travel, and all tasks necessary to perform quality assurance through on-site analysis of facilities and analysis of data contained in the BUILDER SMS database in support of the BUILDER SMS implementation in accordance with the Army BUILDER SMS Inventory and Assessment Guide, published in July 2025 by ERDC, USACE. BUILDER SMS is employed by various Department of Defense (DoD) Army Agencies, as well as other military, civil, and Federal agencies located throughout CONUS and OCONUS. Facility Condition Assessments (FCAs) will be performed under separate contract(s) and are not a part of this requirement. The selected firms must have experience with: (1) Providing quality assurance (QA) planning and support by reviewing the assessment plans for site visits, including Buildings, security access
requirements, site escort
requirements, drawings of the buildings to be inspected and tracking and reporting of all phases of the site visits and implementation to ensure that the QA mission is accomplished; (2) Assisting in planning and review of assessment quality control (QC) plans; (3) Accompanying on site visits to validate that BUILDER compliance and assessment
requirements are met, viewing the data, documenting the data in accordance with the QC/QA plans; (4) Collecting field data (inventory and inspection) independent of the original assessor(s) in order to validate the data taken is in compliance with the contract and prescribed BUILDER data collection processes; (5) Comparing collected data to the uploaded data into the BUILDER database notating any discrepancies and/or omissions; (6) Report assessment AE discrepancies found either in the field or during review. (7) possess the capability of accessing secure spaces and facilities by passing a
background check. Sources are being sought for firms with a North American Industry System (NAICS) Code of 541990 with a Small Business Size Standard of $16,500,000 average annual receipts over three years. Responses are requested with the following information: Offeror’s name, CAGE Code, address, points of contact with telephone numbers and email addresses. Business size/ to include any designations as Small Business, HUBZone, Service-Disabled Veteran Owned, Woman Owned or 8(a) shall be indicated on first page of submission. Description of firm's capability to provide the Services required with necessary personnel; capability to manage the disciplines; and capacity to potentially execute up to six (6) task orders under this IDIQ simultaneously. Past performance/experience on IDIQ contracts of similar scope and magnitude, describing no more than five (5) task orders or contracts that are at 100% complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the Services to demonstrate relevance to SMS BUILDER environment to include familiarity with the initiative, data input, reports, etc., the Offeror’s role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with (reference name, phone number and e-mail address).
