requirements, was found appropriate as any lapse in the award of a contract for Base Operations Support (BOS) services, which provides mission-essential services to Pittsburgh ARS and other tenant organizations, would result in the shut-down of operations at Pittsburgh ARS, PA and loss of support to the tenant organizations. As evidenced in the draft sole source justification, there is only one contractor that could meet the
