This is NOT A SOLICITATION for proposals, proposal abstracts, or quotations; nor is it a commitment by the Government to issue a solicitation. No reimbursement or stipend will be provided in response to this RFI/Notice. OVERVIEW: The Department of Labor (DOL), ’ Compensation Programs (OWCP) is conducting market research on Directed Medical Services (DMS). The

objective of this market research is to better understand current nationwide provider coverage and industry common practices. The requirement calls for a single contract to a vendor capable of managing and providing a nationwide consortium of various medical specialists dedicated to facilitating the timely adjudication of workers’ compensation claims via the timely scheduling of appointments and case file reviews and delivery of viable medical reports. As outlined in the attached Performance Work Statement (PWS), the basic service

objectives are: (1) to determine the causal relationship between work factors and the disease or injury; (2) to assess the extent and duration of the physical impairment or disability; (3) to determine the appropriateness of therapy, including some surgical procedures; (4) to determine when recovery has occurred and a return to work is feasible; (5) to resolve a conflict in medical evidence; and (6) to obtain the physician/specialists written unbiased, viable medical diagnosis and report based on medical evidence and that answers

questions posed by OWCP and the SOAF. In some cases, OWCP will request a file review only, including IME File reviews, but the
