Period of Performance. The requirement will provide the Federal Aviation Administration Logistics Center (FAALC), AJW-L, with a comprehensive deployment of a secure, scalable enterprise data integration and analytics platform. The platform will enable AJW-L to rapidly integrate, harmonize, and analyze operational and partner datasets while leveraging advanced Artificial Intelligence (AI) and Machine Learning (ML) capabilities to produce mission-critical insights in near real time. These capabilities will significantly enhance AJW-L’s ability to support operational decision-making, logistics planning, program management, and enterprise data collaboration across multiple FAA Lines of Business. Implementation of the platform will be fully aligned with Federal policy governing responsible AI adoption and governance, including Executive Order 13859, Executive Order 13960, and OMB Memorandum M-21-06. Description of Supplies/Services The FAA requires a six-month procurement of Palantir Foundry licenses/cores and associated technical services to support mission-critical enterprise data integration, analytics, and AI-enabled decision support capabilities. Palantir Foundry, a Software-as-a-Service (SaaS) Commercial Off-the-Shelf (COTS) platform, enables the FAA to rapidly and securely integrate, transform, and analyze disparate datasets originating from multiple operational systems. The platform provides an intuitive point-and-click user interface designed to support users with varying levels of technical expertise, including administrative staff, subject matter experts (SMEs), engineers, analysts, technicians, program managers, financial analysts, and executive leadership. Key capabilities of the Palantir Foundry platform include: Comprehensive Data Capabilities The platform enables ingestion, normalization, storage, querying, replication, and analysis of structured and unstructured datasets. It supports uploads ranging from spreadsheets to large enterprise databases and includes an extensive library of REST API integrations for seamless connectivity with existing FAA enterprise systems and legacy applications. Advanced and Predictive Analytics Foundry supports advanced analytics and predictive modeling through an intuitive graphical interface, enabling non-technical users to perform complex data analysis, modeling, and visualization without requiring advanced programming skills. Modern Data Management AJW-L seeks to modernize legacy data management processes by replacing disparate Excel spreadsheets and near end-of-life Microsoft Access databases with a centralized enterprise data platform. This modernization will significantly reduce reliance on manual data manipulation and allow FAA personnel to focus on mission-critical safety and logistics operations. Empowering Data-Literate Users The Foundry user interface empowers data-literate personnel who are not programming-literate, allowing SMEs, engineers, and leadership to access relevant enterprise data without exporting raw datasets into disconnected analytical tools. Automated Data Updates and Enterprise Accessibility Once ingested, data becomes securely accessible to authorized users across the platform with automated refresh cycles. This capability eliminates redundant data cleaning and validation activities while providing consistent and reliable data updates across the enterprise. Collaborative Enterprise Tools The platform provides secure collaboration capabilities allowing FAA organizations to share data pipelines, ontologies, applications, and analytical products across Lines of Business and with authorized federal partners and industry stakeholders. Palantir Foundry has already demonstrated mission-critical capabilities within several FAA organizations, including: • Aircraft Certification Service (AIR) • (AXH) • Aviation Safety Knowledge Management Environment (ASKME) • & Prevention (AVP) This procurement will support expanded collaboration between FAALC, AIR, AXH, ASKME, AVP, and other federal and industry partners. The platform enables secure intra-agency and interagency data sharing, which is essential for supporting AJW-L mission

requirements. The requirement also includes technical personnel support services to optimize platform configuration, scalability, security posture, data architecture, and collaborative workflows in support of AJW-L’s evolving enterprise data integration
